Brazil Tightens Betting Ad Rules, Targets Unlicensed Operators

Brazil implemented updated advertising regulations for betting operators on July 17. The new framework extends compliance responsibility to agencies, influencers, and media partners promoting unlicensed bookmakers.

Verification and Content Standards

Campaign partners must now confirm an operator license status in the Ministry of Finance registry before launching promotional material. Approved advertisements must display responsible gambling warnings alongside the operator legal name, CNPJ identifier, and license number. Messaging suggesting quick profits or creating urgency is no longer permitted.

Broadcast Restrictions and Penalties

Sports broadcast commentators and hosts may not recommend betting platforms or wagering options during live match analysis. Companies violating these guidelines face fines reaching 20% of annual turnover, temporary license suspension, or complete revocation of operating permissions.

The regulatory update targets the unregulated betting sector, which currently accounts for an estimated 41 to 51% of the national wagering market. Authorities expect the stricter advertising standards to reduce consumer exposure to unauthorized operators.
