The Dutch gambling regulator Kansspelautoriteit has imposed a €886,000 penalty on online operator 711 B.V. for inadequate player welfare management. The regulator announced the decision following a monitoring review that ran from February 2022 through June 2024.
Investigation Findings
The regulatory probe examined ten selected player accounts and identified consistent failures in tracking high financial losses, multi-day wagering patterns, and late-night session activity. KSA auditors determined that 711 B.V. did not apply sufficient behavioral analysis or implement appropriate restriction measures, allowing several accounts to accumulate significant losses. KSA chair Michel Groothuizen stated that "not all operators organised the duty of care equally well from the opening of the market" and confirmed that updated welfare requirements now address these monitoring gaps.Additional Regulatory Actions
The regulator also issued a warning to Nederlandse Loterij subsidiary TOTO online for breaching advertising restrictions. The platform promoted a €5 wager campaign across social networks using eight professional football clubs to offer signed merchandise. KSA maintains that licensed operators must continuously monitor player activity and apply account limitations when risk indicators appear.Earlier this year, KSA levied a €25,000,000 fine against Novatech for insufficient geo-blocking and age verification procedures. The regulator also issued a compliance order to Polymarket, operated by Adventure One QSS, which faces up to €84,000,000 for running prediction market services without a Dutch license.
